Software Technology Park in Janata Tower

On the provision of Bangladesh high tech park authority law 2010(22) Government declare the Janata Tower situated at Karwan Bazar  a software technology park due to establishing and expansion Bangladesh high tech industry. The intended Park Developer may express their interest for developing the Software Technology Park as a whole.

The 11-storey structure, situated at Karwan Bazar, had been abandoned for a decade because of legal disputes and controversies centring the building.

The renovation work on Janata Tower will start soon under a Tk 40crore government project to house the nation’s leading software and hardware companies. The move came months after the Digital Bangladesh Taskforce reached a decision in a meeting in August to utilise the abandoned building for setting up such a park.
The objective of the EoI notice is to take feedback from the prospective Park Developer regarding eligibility criteria, minute details of PPP model, bidding parameters and evaluation methodology, nature of thrust activities etc., to be finally included in the final RFQ / RFP. However the Bangladesh Hi-tech Park Authority has the right to accept or reject any suggestion(s). Authority’s decision in this regard shall be final and shall not be called to question under any circumstances. It would be desirable that only those companies / firms, who prima facie have technical and financial strength to undertake this project, respond to this EoI.

The selected Park Developer will be responsible for the following:
  1. Planning, designing, engineering, financing, constructing, marketing, operating and managing of the Software Technology Park for IT/ITES established in the complex for a predetermined period.
  2. Transform the Janata Tower as a “Green building” at least a LEED(Leadership in Energy and Environmental Design) certified building.
  3. Collection of revenue such as rentals from commercial lease etc. for a predetermined period.

Physical Location and existing facilities of STP

The Software Technology park is situated at Janata Tawer at Karwan Bazar The Park has an excellent location enjoys easy transportation links. It is well connected with the other parts of the country. The Janata Bhaban is a 12 storied building with around 72000 sq feet of space. The construction of the structure of the building has completed but plumbing and other internal work is yet to be completed.

Janata Tower is also expected to turn into a ‘green building’ with the latest energy conservation and power consumption facilities. Currently, there is also a software incubator at the BSRS Bhaban in the capital, which houses some 40 software firms.

Industry insiders are however upbeat on a software hub in Janata Tower. They see it as an added advantage of being located within a bustling area of Dhaka.What is however most needed is our determination to leapfrog to high-tech---not low-tech---for our survival and advancement in this age of neck-breaking global competitions.
